PUBLIC HEARING,
ANNSVILLE TOWN BOARD, NOVEMBER 5, 2015
A public hearing of the
Annsville Town Board on the 2016 Budget was held on November 5, 2015 at 7:00
p.m. at the Town Hall, 9196 Main St. Taberg, with the following members
present:
PRESENT: Supervisor Scott
Leuenberger
Councilman James
Armstrong
Councilman Christopher
Narolis
Councilman Michael
Nobis
Councilman Mark
Trnchik
OTHERS
PRESENT: Christine Broski, Town Clerk; Randall Bowman, Assessor;
Rick Marshall, Highway Supt.; and 11 area residents.
Supervisor Leuenberger
gave an overview of the budget and the budget was discussed. There
was an overall .18% decrease in the tax rate.
With there being no
further comments, Leuenberger made a motion, seconded by Nobis to close the
public hearing. VOTE: AYES 5 ADOPTED

The sewer rates were
discussed. The public hearing was held to hear comments regarding
raising the rates from $60 to $90 per quarter. The rate increase is
necessary to cover the increasing costs to operate the wastewater treatment
plant.
With there being no
further comments, Leuenberger made a motion, seconded by Trnchik to close the
public hearing. VOTE: AYES 5 ADOPTED

REGULAR MEETING,

A regular meeting of the
Annsville Town Board was held on November 5, 2015 at the Town Hall, 9196 Main
St. Taberg, with the following members present:

On motion of Trnchik,
second by Nobis, the minutes for the regular meeting for the month of October
were accepted. VOTE: AYES 5 ADOPTED
On motion of
Leuenberger, second by Nobis, the minutes for the special meeting for the month
of October were accepted. VOTE: AYES 5 ADOPTED
On motion of Armstrong,
second by Trnchik, the clerk’s report for the month of October was
accepted. VOTE: AYES 5 ADOPTED
On motion of Nobis,
second by Trnchik, the Supervisor’s report for the month of October was
approved. VOTE: AYES 5 ADOPTED
One bid was received for
$160,047.00 from L. P. Trucking for the Wastewater Treatment Plant
project. The bonding that was approved was for $125.000.00.
On motion of
Leuenberger, second by Nobis, rejected the bid received for the wastewater
treatment plant project that was advertised for bids as it was over the amount
approved for bonding. VOTE: AYES 5 ADOPTED
On motion of Leuenberger
made a motion, seconded by Nobis to use $200,000 out of the highway reserve as
a down payment on the plow trucks to be
ordered. VOTE: AYES 5 ADOPTED
On motion of
Leuenberger, seconded by Armstrong, to approve the Humane Society Contract of
$175 per stray dog taken to the Humane Society from
Annsville. VOTE: AYES 5 ADOPTED
On motion of Trnchik,
second by Nobis, the preliminary budget was adopted as the final
budget. VOTE: AYES 5 ADOPTED
On motion of
Leuenberger, second by Trnchik approved the payment of the following
bills: General (12,159.56), Highway (45,848.14), Sewer District
(9,400.20), Water District 1 (2,536.53), Lighting 1
(963.72). VOTE: AYES 5 ADOPTED
On motion of
Leuenberger, second by Nobis, approved raising the sewer rate to $90 per
quarter effective with the next billing. VOTE: AYES
5 ADOPTED
On motion of
Leuenberger, second by Nobis, the meeting was adjourned at 7:50p.m.
