Annsville Planning Board meeting/ Public Hearing Minutes

December 16, 2009 7:30 PM

Town Hall, 9530 Main Street, Annsville, New York 13471

 

APB regular monthly meeting called to order at 7:38 PM by Chair C. Siegel.

All in attendance made the Pledge of Allegiance.

 

Board members present:  Colleen Siegel, Remi Link, Dana Cook, and Adam Harden

Absent:  Ed Sprock, Debra Sprock

 

The minutes from the November meeting were reviewed.  R. Link made a motion to accept the minutes; 2nd by D. Cook. All in favor; Motion approved.

 

Floor opened to the public:  No remarks.

 

 1st order of business:

 

Philip Buckingham/Gagne Minor subdivision. Glenmore Rd: Tax Parcel # 150-000-1-29.4

•1.     Mr. and Mrs. Gagne presented the preliminary plat of the subdivision, the deed to the property, the Easement-Right of Way, TOA Subdivision Application and completed SEQR. 

•2.     Chair Siegel gave Mrs. Gagne a form for the Oneida County Agriculture Data Statement.  This form must be submitted to the County since their property is adjacent to a designated agriculture district property.

•3.     The board reviewed the SEQR and found no disputes.

•4.     The board reviewed the TOA Subdivision application and made one change that was to indicate "yes" the property is adjacent to an agricultural district.

•5.      A. Harden made the motion to accept the application as complete for the Philip Buckingham/Gagne Minor subdivision. Glenmore Rd.  2nd C. Siegel; Motion approved. Time clock starts.

•6.     C. Siegel made a motion that the Annsville Planning Board will be the lead agency for this application; 2nd R.Link Motion approved.

•7.     The SEQR form (Part 11) was completed by the board.  C.Siegel made the motion to make a "Negative declaration"; 2nd A.Harden. Motion approved

•8.     C. Siegel will schedule a public hearing for January 20, 2010 at the beginning of the next Planning Board meeting.

 

2nd order of business:

 

1.  Tim and Mike Schoen presented their plans to change the mobile home park they own on Church Street into a year-round campsite for Kayak enthusiasts and fishermen.  The board members reviewed the plans and determined that since there is no subdivision, the Planning Board has no requirements for the action.  C. Siegel will discuss the proposal with Scott Leuenberger and give him our impressions of the project.  At this time, the Planning Board supports this venture.

 

Training:  Chair Siegel sent an email to the board members with information concerning training opportunities.  D. Cook and R. Link have completed the necessary training.  A.Harden said he would take care of training requirements. C.Siegel ,Ed Sprock,Debra Sprock all current.

 

 Motion to adjourn made by C Siegel at 8:55 PM; 2nd R. Link. All in favor, motion approved.

 

The next meeting date is January 20, 2010 at 7:30 PM.

 

The Annsville Town Board Meeting is on the 2nd Tuesday of the Month:  7 PM January 12, 2010.
