Annsville Planning Board meeting/ Public Hearing Minutes

Public hearing for Christmas and Associates. Applicant desires approval for a 2-lot subdivision of 145+/- acres into 2 lots on Creek Rd in the town of Annsville, New York. Tax Parcel # 77.000-2-5.2 and 77.000.2-14
The public hearing opened at 7: 31 PM.
Those in attendance: Jack Christmas and Jo Myers Annsville Code Assistant; No public present.
All in attendance made the Pledge of Allegiance.

Motion made by C. Siegel to close the public hearing 2nd by A. Harden; Motion approved

C. Siegel opened the regular Planning Board Meeting at 7:33 PM
Board members present: Colleen Siegel, Remi Link, Adam Harden, and Dana Cook
Absent: Kathy Sweatman, Debra Sprock
Members read August minutes (revised) and September minutes. All members signed the minutes for August and September.
At 7:37 the chairman opened the floor to the public. There were no questions for the board from the public.
Robert Raymond and Leo Matt joined the meeting.
Christmas & Assoc. 2 lot Subdivision Creek Rd.
- C. Siegel made a motion to approve the Christmas/Roth Creek Rd 2 lot subdivision. 2nd by R. Link; Motion approved.
- C. Siegel signed the Mylar Map of the Final plat and 3 paper copies.
Review of Subdivision application from Robert Raymond 2452 State Route 69.
- The planning board received a "NO RECOMMENDATION" from the Oneida County Department of planning. The report did indicate that the DOT would need to be notified if an access is required to the roadway.
- The board reviewed the SEQR form and found no disputes.
- C. Siegel made a motion that the Annsville Planning board will be the lead agency for this application; 2nd R. Link. Motion approved.
- The SEQR form (Part 11) was completed by the board. C. Siegel made the motion to make a "Negative declaration"; 2nd A. Harden. Motion approved
- C. Siegel made the motion to accept the application as complete for the Raymond Subdivision on Rt. 69. 2nd E. Sprock; Motion approved. Time clock starts.
- Resolved, that the planning board of the Town of Annsville make the following determinations.
•1. That the Robert Raymond 2452 State Route 69 subdivision is hereby classified as a minor subdivision.
•2. That the application is an unlisted action pursuant to 6 NYCRR Part 617.
•3. That after taking a hard look at the potential environmental impacts of the proposed action, the board determines that the action will have no adverse effects on the environment, and that a determination of environmental non-significance be hereby recorded.
- C. Siegel suggested that the public hearing and planning board meeting be held on November 11, 2009 at 7: 30. This date is one week earlier than normal since C. Siegel will not be able to attend a meeting held on November 18th.
- C. Siegel made a motion to schedule a public hearing in the town hall at 7: 30 pm on November 11, 2009; 2nd E. Sprock; Motion approved
- C. Siegel informed Mr. Raymond that he would need 1 Mylar and 5 paper copies of the final plat for the public hearing.
Phillip Buckingham update:
- Phil and Pat Buckingham have filled out an application to subdivide their property on Glenmore Road and give a ½ to 1 acre parcel to Mr. Gagne. C. Siegel indicated that the application was incomplete. She will notify the Buckingham's in writing to indicate what actions they must take to complete their application. She will invite Mr. Gagne to the board meeting on November 11, 2009.
Kathy Sweatman's resignation
- C. Siegel has contacted Kathy again and asked for the planning board documents she has in her possession and for her resignation. At this time C. Siegel has not received these items.
- C. Siegel will draft a letter to Kathy that will state that she has been dropped from the planning board.
- C. Siegel will attend the November 10th Town meeting and ask the board to approved D. Cook as a member of the board.
Training:
- D. Cook attended the Land Use Training conference on October 3, 2009. She
received 5 hours of training and submitted the certificates of attendance to C.
Siegel. . The training was offered by the HOCCPP.
- C. Siegel stated that at the last Town Board meeting, Harlen Moonan recommended the on-line training that can be found at http://www.noccog.org/.
Jo Myers from the Codes department showed the board the information that is attainable using the tax map pdf file that she has obtained from the County. The members were impressed by the information.
C. Siegel made a motion to adjourn the meeting at 8:35 pm; 2nd A. Harden; Approved.
