Annsville Planning Board meeting/ Public Hearing Minutes

APB regular monthly meeting called to order at 7:33 PM by Chair C. Siegel.

- All in attendance made the Pledge of Allegiance.
- Roll Call
Board members present: Colleen Siegel, Remi Link, Dana Cook, Ed Sprock, Debra Sprock, and Wendell Van Pelt
Absent: Adam Harden

- The board reviewed the minutes from the January 20, 2010 meeting. Chair C. Siegel made a motion to accept the minutes as written. 2nd R. Link. All in favor, motion approved.

Chair C. Siegel opened the meeting to the public: No comments
- Meeting Agenda
- Kirk sketch review: Dave and Kelly Kirk requested the board to give them the necessary forms and application guidelines for the approval of a subdivision. Dave Kirk's father has given them a parcel of land on Glenmore Road. Chair C. Siegel gave them the required documents and reviewed the application process with the Kirks.
- Chair C. Siegel informed the members that W. Van Pelt was officially appointed to the APB as an alternate member during the town board meeting on February 9, 2010.
- Adam Harden had written a letter to C. Siegel in which he offered to resign his appointment to the board, since he is unable to attend many meetings. The board agreed that it would be better to have a member who is able to attend most of the meetings. C. Siegel asked the board to consider how we want to handle the next open seat. She asked D. Sprock if she would be interested in becoming a voting member. Sprock stated that she would like to be a voting member, but asked if there were any rules restricting a husband and wife to serve on a planning board together. At a recent conference, C. Siegel learned that this situation is not recommended, but in a small town it is sometimes unavoidable. Chair C. Siegel will make the recommendation to the town board to appoint Debra Sprock as a voting member of the Annsville Planning Board.
- Training
- The Tug Hill Commission's 21st Annual Local Government Conference registration brochure is being mailed out to local officials this week. The conference will be held at Jefferson Community College in Watertown, New York, on Thursday, April 1st. The deadline for applying for this workshop is March 10, 2010.
- Chair Siegel shared the information she received when she attended the conference, A Comprehensive Plan. Sponsored by the Members of the Local Government Education Committee (LGEC) on January 26, 2010.
• i. Phil Street stated that a Comprehensive plan does not have to be complicated.
• ii. The Tug Hill Commission will be helpful
• iii. The design should be based on survey data obtained from the public related to their desires and visions.
• iv. There should be public meetings and/or surveys to obtain information for the development of the plan. For example, the Vernon Town Supervisor gave tickets for prizes to citizens who completed such a survey. The town got 41% of the surveys completed.
• v. There should be meetings with citizen groups and organization to obtain input.
• vi. We should set a time-line for the development of the plan. This strategy will help to reduce burnout.
- Comprehensive plan: Chair C. Siegel will contact the Tug Hill Commission to help us get started with the development of the town's Comprehensive Plan. The board would like to have a representative from the commission attend the April APB meeting.
Chair C. Siegel will contact Scott Leuenberger regarding the available funding for the development of the Comprehensive Plan and about reserve funds for the planning board.
Motion to adjourn was made by C Siegel at 8:37 PM: 2nd D. Cook. All in favor, motion approved.
